Despite what you may think providing a "healthy" water supply is not the responsibility of the city council or local and state government their goal is as much as possible is to provide a "safe" water supply.
Providing a safe water supply is "essential" to public health however water suppliers in achieving this goal are legally able to add approved poisonous or toxic compounds into your house water supply to make it safe to drink but may be contrary to making this water "healthy" to drink.
